The forum has an upvote function. If someone proposes a petition which receives upvotes from enough members a site petition will be created for people to sign and it will be sent to the relevant person(s). The petition will detail exactly the number of people who are represented as a percentage of the active users to give an accurate indication of its support.
Also ask any questions about the rules and regulations here, including discussion as to whether they need changing or not. If you are knwledgable and can answer questions with factual information, please help out.
